I have not kept a copy of that newspaper, and it is easier and faster to re-state the logic and meaning of that old publication here. Meaning is important.

The essence of the idea is that Russia (then still the USSR) is a totalitarian state. Naturally, it prefers to see slaves as its citizens without exception. But for this, the state must have appropriate “institutions”.
Meanwhile, the legal existence of such structures - even in the conditions of generally recognized totalitarian - is counterproductive. That is why they existed illegally. A lot of papers have been written on the topics of non-Ustavshchina in the army, in educational institutions, in the penitentiary system.

In order to understand the essence of the phenomenon, it is enough to understand that almost 100% of the male population of the country passed through the army under the conditions of UNIVERSAL military duty. In fact, we should talk about almost the last period in the formation of a man, when there is still an opportunity to break the man himself in him - independent, proud, worthy and, most importantly, independent. And the tool for educating a slave is UNRESPONSIBLE humiliation, which is, first of all, in its purest form non-Ustavism, through which - to one degree or another - 100% of young people inevitably go through, called as an "honorable duty" "to pay their debt to the Motherland."

It does not take seven spans in the forehead to understand that any man is a potential head of the family. What do you think, what non-alternative model of a man in any of his incarnations is seen by future husbands, fathers, wives and mothers? And they simply don't know anything else. Because there is a PAPA in the world.

... And the concern for the upbringing of a slave by the state has already been solved by more than half. A totalitarian state needs a controlled economy and appropriate, so to speak, management, where obedience is guaranteed to prevail over common sense. And after the Soviet Army, the problem of such “management” is solved not only naturally, but in an inevitable and guaranteed way.

Our state - I heard - fights crime? What is the accompanying and obligatory attribute of non-Ustavism? Circle bond? On a mass and 100% scale? Shall we puzzle over its causes?

Don't you think it's interesting to see that selection of girls, girls and women- in situations where they have to make a moral choice - statistically and observationally it turns out much more often more faithful than the choice of the stronger sex? I mean the MORAL CHOICE. I think that everyone has encountered such an abnormal phenomenon in life.

The reverse side of this phenomenon is no less “productive”. Having passed the stages of "spirit" and "pheasant", the "man" - according to the laws of the genre - becomes a "grandfather". And not just becomes, but he is OBLIGED according to the existing unwritten concepts to become one. And again, mutual responsibility here also does not fail. If the “initiation” into grandfathers is not passed - and it consists in obligatory non-statutory in relation to the “young” (in fact, this is a single “rite”, although it is customary to talk FOR SOMETHING about only one of its components), then the old-timer who has not passed it is guaranteed becomes an outcast in the midst of his call.

We wonder - why do we have such a mentality? And we don't understand why? - right, we don’t guess ourselves, but there’s nowhere to read it. FOR SOMETHING.

As an officer in my “former life”, I authoritatively declare that this shameful phenomenon could have been put an end to even under Brezhnev. And even those “dead” laws were quite enough for this. It was enough just to give the go-ahead for them to work.

So it’s not about those “officer criminals” on whom the authorities are trying to turn the arrows, although it is hardly reasonable to deny their existence - in the existing state system, their absence would simply be illogical. I judge from my own experience that it was worth an incredible effort (and in the overwhelming majority it was simply impossible) even to put such a scoundrel on the “lip”.
Maybe something has changed in this regard since then?

Are you still asking yourself the question - why is the army reform “going” with such a terrifying creak? And why are there so many good reasons to explain her sabotage?

So judge - is it really beneficial for the state to fight non-Ustatism and is this issue traditionally considered in the same plane as it should? Maybe it's still a matter of ideology?
By the way, this problem, or rather how it is being solved, is a good indicator of where we are going.
